Two professors from the universities of Barcelona and Cadiz participate this week in a conference aimed at technicians and municipal managers

These workshops are aimed at the 21 municipalities of the island. In addition to veterinarians, attend these conferences the Councillors of the bouquet, technical responsibilities in the areas of ownership and animal welfare of all councils, local police, agents of environmental and municipal staff involved in tasks of animals lost or abandoned, living citizens and animal rights.

“Social animal conception is undergoing a complex process of evolution that is transferred to the legal field with multiple implications at all levels and which requires an ongoing effort to, first, understand the roots that underpin changes administrations and, secondly, it requires knowledge of the wide range of interconnected regulations on animal protection have been adopted and that have drawn a new framework legal”, said the President of the College of veterinarians of Las Palmas, Enrique Rodríguez Grau-Bassas.

These days, Dr. Jaume Fatjó Ríos, director of the Chair of the UAB Foundation Affinity-animals and health research, will present the findings of the research that has been done to date on the mechanisms explaining abuse to animals, with a special attention to the perspective of Psychiatry, psychology and psychology social.

For his part, doctor José María Pérez Monguió, Professor of administrative law of the University of Cádiz, will address, among other issues, abuse the regulations criminal after the reform of the penal code of 2015 and in the comparative regional administrative regulations, the abandonment as a form of abuse, the phenomenon of the sacrifice 0, shelters or centres of collection of animals and its problems Special consideration of potentially dangerous animals and measures of the city councils, councils and regional administration in the field of animal protection.

Prestigious Speakers

Jaume Fatjó Ríos, born in Barcelona in 1969, is degree and doctor of veterinary medicine from the Universitat Autònoma de Barcelona. He made postgraduate studies in medicine of the behavior in the Faculty of veterinary medicine of New York and was responsible for the service of ethology of the Faculty of veterinary medicine of Barcelona from 1995 to 2009. He graduated the European College of animal welfare and medicine of the behavior of pets (European College of Animal Welfare to nd Behavioural Medicine – Behavioural Medicine), which was its President from 2012 to 2014. He is Associate Professor in the Department of Psychiatry and forensic medicine at the UAB. The rest of his time engaged in the private practice of medicine’s behavior as director of service of Medicine of the behavior of the Hospital vet reference Ars Veterinaria in Barcelona. He is Chairman of the Committee for the protection of animals of the official College of veterinarians of Barcelona. He is the author of numerous scientific articles, national and international, as well as lectures, courses and national and international seminars.

José María Pérez Monguió is a European doctor in law by the University of Cádiz, in which develops his teaching and research as associate professor in administrative law. His research work is focused in the field of the legal regime of the animals, being one of the pioneers in Spain. His career began with his doctoral thesis on the right and the pets, work that earned him the extraordinary doctorate prize.

This activity has been accompanied by an intense work as a lecturer at courses, conferences and congresses and professional as member of the Ethics Committee of the University of Cádiz as jurist of recognized prestige in the field of protection and well-being animal, Member of the national group of experts in Animal welfare of Council of State, director of the Cathedra External animal welfare (2013-2016), with contributions such as the being the editor of the draft of the current law on Animal protection in Andalusia when was 30 years old.

This activity has earned various awards such as the National Prize Foundation Altarriba in the 2008 Edition, research work and reflection in relation to the laws of animal protection in Spain (2008), prize of the Andalusian Law Association sports in scientific mode or the appointment as Collegiate of honour of the College of veterinarians of Cádiz for the contribution to the law of protection of animals of Andalusia.
